Job Description

Purpose:

Responsible for identification, planning, and implementing activities and projects to achieve departmental strategies, goals, and objectives. Identifies and leads efforts designed to support the development of individuals. Establish strategic planning for global Functional Operations and department initiatives. Primarily accountable to ensure functional area operates within the current Plan/Update budget. Strategically project and manage Plan/Update budget and resources across the function in collaboration with the function head, the Global Operations team and RD finance utilizing knowledge of current and future business environment. Globally influences and strategically manages linkages across the businesses and understands the impact of business decisions and solutions. This role reports into Director II, Site Contracting Global Operations, and directly supports Sr. Director - GSC in ensuring key projects remain on time, on budget and tracking to success.

Responsibilities:

  • Primarily accountable for forecasting, analysis, and management of functional financial and resourcing budgets (i.e. favorability/unfavourability). Responsible for short- and long-term forecasts, management of implications for alternative development scenarios, and recommendations for strategy.

  • Provide leadership and develop strategic recommendations to departments to ensure all Functional areas operate within the current Plan/Update budget. Partner with VP, Sr. Director, functional managers and Global Operations to financially plan upcoming initiatives and projects.

  • Directly oversees the program management governance and systems team which includes tracking, reporting, issue escalation, communication with management and stakeholders, enables continuous process improvements and all business system ownership responsibilities related to the Site Contracting team.

  • Leads cross departmental and cross-functional efforts to achieve functional strategies and goals. Responsible for overseeing operations activities/ projects managed by others within department.

  • Responsible for leading efforts to develop departmental goals. Develops departmental goals. Makes strategic decisions that affect the department and the division. Provides leadership to the department on strategic business issues.

  • Independently leads Operations activities and multiple self-initiated major projects. Assists management in the selection of action plans that best meets business objectives. Anticipates and leads issue resolution. Assures project portfolio remains in alignment with strategic initiatives.

  • Provides an overall portfolio timeline and cost estimates to assess portfolio opportunities. Negotiates with other Functional areas on portfolio outcomes and deliverables to meet conflicting demands (time, cost, quality/ performance).

  • Independently manages expectations and mitigates risk by providing strategic solutions and decision making for the function.

  • Works with the GSC leadership team to establish and maintain key performance indicators and metrics.

  • Identifies and secures project resources/direct report staff, delegates responsibilities and authority on the basis of skills and effectiveness.

  • **This is an on-site position based in Lake County, IL or Irvine, CA

Qualifications

  • Bachelor/Master of Science (BSc/MSc), or PhD in Science, Business-related Field, or Legal. Preferred experience: BSc with 13+ yrs MSc with 12+ yrs Ph.D. with 10+ yrs

  • Accountable for establishment and management of tools; processes needed to ensure employee proficiency with departmental systems, procedures, tools and guidelines (e.g., training, mentoring, effective delegation).

  • Recognized leader in standard business procedures including project management practices, portfolio review, finance, and budgeting.

  • Demonstrated leadership skills with broad business orientation

  • Expert operations management experience of 5+ years in the pharmaceutical or health care industry. Proven track record for successful projects.

  • Requires multi-faceted, broad-based experience in several functions and. Is considered to have in depth knowledge of operational business needs, issues, mitigation plans, etc.

  • Operations experience with large budget and matrixed environment is required
